Position Overview

Reporting directly to the City Manager, the Assistant City Manager assists in the administration, management, and strategic direction of municipal operations, projects, services, and initiatives. This highly visible leadership position serves as a trusted advisor to the City Manager while providing executive oversight of assigned departments and leading the City's economic development efforts.

The successful candidate will work closely with elected officials, department directors, businesses, developers, community organizations, and residents to advance strategic priorities, enhance organizational effectiveness, and strengthen the City's economic vitality.

Key Responsibilities

Executive & Operational Leadership

  • Assist the City Manager in planning, directing, and coordinating municipal operations.

  • Provide leadership and oversight of assigned departments and special projects.

  • Serve as a liaison between City leadership, department directors, and elected officials.

  • Attend all City Council meetings and maintain records of meeting information; attend Boards and Commissions meetings and events as directed by the City Manager.

  • Act as City Manager in the City Manager's absence when necessary.

Economic Development Leadership

  • Lead the City's economic development initiatives, strategies, and partnerships.

  • Support business retention, expansion, recruitment, and redevelopment efforts.

  • Foster strong relationships with developers, business leaders, and regional partners.

  • Evaluate development proposals, incentive opportunities, and public-private partnerships.

  • Identify opportunities to strengthen the City's tax base and support sustainable growth.

Strategic Planning & Community Engagement

  • Assist in the development and implementation of City policies and programs.

  • Represent the City at public meetings, community events, and stakeholder engagements.

  • Promote collaboration and public participation in City initiatives.

  • Address community concerns and enhance customer service throughout the organization.

Financial & Project Management

  • Assist with budget development and fiscal oversight.

  • Monitor expenditures and recommend strategies for efficient resource utilization.

  • Lead major projects and organizational initiatives from conception through completion.

  • Prepare reports and presentations for the City Manager, City Council, boards, and commissions.

Qualifications

Education

Bachelor's degree in Public Administration, Business Administration, Urban Planning, Economic Development, Political Science, or a related field required. A Master's degree is preferred.

Experience

  • Five (5) to seven (7) years of progressively responsible experience in local government administration, public policy, economic development, or a related field.

  • Four (4) to five (5) years of direct experience leading or overseeing economic development programs and initiatives in a municipality of similar or greater size and complexity.

  • Demonstrated experience managing departments, personnel, budgets, and major municipal projects.

  • Experience with business recruitment, retention and expansion, redevelopment initiatives, development agreements, incentive programs, and public-private partnerships is highly desirable.

  • Experience with ERP Pro 10/Tyler Technologies, Microsoft Office Suite, Windows Operating Systems, GIS, and CivicPlus/ CivicClerk is highly desirable.

Preferred Certifications

  • Certified Public Manager (CPM)

  • Economic Development Finance Professional (EDFP)

  • Certified Economic Developer (CEcD)

  • ICMA Credentialed Manager designation
